    I have already made my statements in agenda item 3, so I simply reiterate my opposition to the motion.

    I support acceptance of the preliminary plat. I would strongly prefer greater housing density over the entire 12-acre plot, and would require the apartment parking lot be placed under the building(s), rather than in large surface lots. The apartment building proposed for the site increases housing density within the core of the city, rather than continuing suburban-style sprawl on the periphery. Density in the core city is far more environmentally responsible than continued expansion out.

    Perhaps the most important rationale for this project is the truly unique opportunity to place a significant amount of affordable, workforce housing near the public services (community center and elementary school) in which the citizens of Northfield have just invested tens of millions of dollars.

    As the permitting and financing process moves forward, city authorities will have both opportunity and leverage to hold the development to high standards of affordability and environmental stewardship.
